Upzila Innovation Team 







 

What is the Innovation Team?

The government is determined to ensure public service at the doorstep of the people, increase the quality of services and make the service more popular. The government has decided to form an innovation team at every ministry / division, each directorate / institution, district and upazila level to increase the dynamics and innovative skills of the public administration and to innovate and practise the methods of fastness and simplification of citizen services. A notification was issued from the Cabinet Division on 8.4.2013, which was later published in the Gazette. In the Ministry / Division level, the Innovation team is headed by Additional Secretary / Joint Secretary level officer who is known as Chief Innovation Officer. On the other hand, the Innovation Officer is leading the Innovation team of the office, district and upazila level. The number of Innovation Team members is 5-6. Accordingly, around 1000 Innovation Teams have been formed in entire Bangladesh, where more than five hundred officers are associated with.

 

Why the Innovation Team?

The main goals of forming an innovation team are-

  • To create a culture and field of creative practice aimed at providing services in every office of the government and bringing about qualitative change in internal work processes;
  • To institutionalize such creativity at every level of government;
  • To institutionalize such creativity at every level of government
  • To gradually establish creative initiatives in government activities as a systematic issue;


 
What will the Innovation Team do?

The work procedure of the Innovation Team and Chief Innovation Officer / Innovation Officer is mentioned in the notification issued from the Cabinet Division. According to the procedure, the activities of the Innovation team are mainly as follows:

  • To take innovative initiatives and provide leadership in government activities as a pioneer;
  • To simplify service delivery procedures;
  • To Play an active role in the expansion of e-services;
  • To implement the national policies and strategies on ICT; and
  • To represent innovation and ICT related activities in own jurisdiction;

 

Increasing the efficiency of the Innovation Team

In the light of the above responsibilities and functions of the members of the Innovation Team and the Chief / Innovation Officers, a research programme on assessment of training needs has been completed by the Bangladesh Public Administration Training Center with the funding of Access to Information Programme to undertake long term programmes to enhance the necessary skills in this regard. Accordingly, the concerned Ministries / Departments, Offices, Institutions will undertake skill development activities of their respective Innovation Teams. The Cabinet Division, in conjunction with the Access to Information Programme of the Prime Minister's Office, is conducting the skill development programme for government officials and as part of it, the pilot project is being taken directly by the officers under the leadership of the civil services. The Cabinet Coordination and Reform Unit or the Access to Information Programme can be contacted if further information or assistance is needed to enhance the skills of the Innovation Team.
